Drifter Rinki is right next to Drifter Minki. Both Minki and Rinki will take the note and give the text but Rinki will not respond with an update to the text. If you are clicking the text and not getting an update, it's because you targeted Rinki and not Minki. You have to target Minki to get the update for the text.

This has been updated, thanks, wonder if any other quests don't fully work on blue text (they did on Beta...)
