Say Grimling leadership to get another Satchel if you did not get originally. To start the task you hail and say Offensive and then grimling leadership. Should get the satchel then.

Ok. It doesn't make this clear but you need to combine leaders report plus (apparently) any 3 ground spawn reports as per map in Shar vahl divided to get update. I was trying to combine 3. This now worked for me.
On the map the top northward page isn't there. Not sure if the loc is wrong? I tried combining 3 pages (in Shar Vahl Divided) from the other two locations and got the "Can't combine" error message. Stuck .... 
Make sure to unstack the pages when putting them into the bag. We had a non TS person that kept failing. Combine can only currently be done inside Shar Val Divided.
I'm experiencing a bug on step 4. When I attempt to combine the 4 reports in the bag Shainai's Satchel. I get the following message, "You cannot combine these items in this container type?'
This looks to be a bug, as confirmed by a Dev, it looks like it unfortunately probably needs a Patch to fix
